Toshka Project - Mubarak Pumping Station






















In March 2005, the Mubarak Pumping Station - centrepiece of Egypt's ambitious Toshka Project to reclaim half-a-million acres of desert - was named one of the five most outstanding civil engineering achievements of the year by the American Society of Civil Engineers (ASCE).
Five years and some $436 million in the building, almost every aspect of the plant, one of the largest of its kind in the world, posed significant challenges which ranged from coping with the extreme temperatures of the region to incorporating cost-effective earthquake protection.

In addition to the pumping station itself, the Toshka Project also involves the construction of 50km of main transfer canal, four additional 22km side branches and 800m of feeder pipeline. The complete development project - originally scheduled for final completion in 2017 - has a final anticipated cost of around $70 billion and is intended to double the region's arable land, create 2.8 million new jobs and attract over 16 million people to the new towns planned.
BACKGROUND
Over the past 20 years, the population of Egypt has risen from 20 to nearly 70 million and it has been predicted that this trend will continue, reaching an anticipated 120 million in the next 20.
The distribution of this population within Egypt is fairly typical of much the rest of the Middle East region. An estimated 60% live in urban areas - in cities which are growing faster than infrastructure to support them - while the mounting numbers in rural areas provide a ready supply of new migrants to the towns. This increasing urbanisation of the population places increased demands on the water supply, further exacerbating the problem for a country which is 95% desert.
The Toshka project - an ambitious project to create a second Nile Valley, redirecting 10% of the country's allotment of water from the Nile via a massive irrigation scheme - arose as part of a plan to increase the inhabitable land from 5% to 25%. One of the Egyptian Government's mega-projects, Toshka and the Southern Egypt Development Project aims to develop and extend agricultural production and create new jobs and population centres away from the narrow confines of the Nile Valley.
It has been called "Egypt's hope for the 21st century" but installing modern irrigation systems on such a scale is costly and takes time. Inevitably, funding constraints have had an effect over the years, though at the end of June 2005, 90% of the project infrastructure was described as completed, with the remaining work progressing on schedule.
As might be expected with any undertaking of such magnitude, the project has provoked its share of controversy, both domestically and internationally. Scepticism has been expressed over the wisdom of developing water-hungry agricultural production, reclaiming land in the hottest part of the country and the likely long-term economic benefit which will result to Egypt herself, rather than to foreign investors. The strategic and social goals have also come in for criticism in some quarters.
In addition, the ten countries which share the Nile basin have been involved in a variety of on-going disputes over the water resources for many years - scarcely surprising in the world's most water-scarce region. North Africa and the Middle East is home to more than 6% of the globe's population, yet holds less than 2% of the planet's renewable fresh water, so many of Egypt's neighbours view the project with understandable concern.
However, with an annual 1 billion m³ of rainfall, 7.5 billion m³ of ground water and 5 billion m³ of recycled agricultural drainage water, Egypt argues that the scheme can be achieved without increasing the country's 55 billion m³ quota awarded by the 1959 Nile Treaty.
MUBARAK PUMPING STATION
Described as a venture which "has expanded the boundaries of civil engineering," the Mubarak Pumping Station is situated adjacent to Lake Nasser and has a discharge capacity of 1.2 million m³/hr. Its innovative design places the pump-house like an island in a lake - completely surrounded by water with 24 vertical pumps arranged in two parallel lines along both sides. 18 of these load-controlled adjustable speed units run continuously with three offline at any one time for rolling maintenance and a further three held in reserve. This arrangement, together with the use of an open 50m-deep intake channel - the deepest inland channel ever constructed - rather than a feeder canal, allowed the pump-house itself to be smaller, yielding reduced capital and run-on costs.
The geographical location of the site also necessitated some innovative thinking. Using traditional concrete piles to support the structure in the event of an earthquake would have been very costly, so a system of steel mini-piles were installed around the base of the pumping station, connected to a foundation raft. This set up allows the piles to avoid compression loading, but leaves them free to tense against any seismic movement as well as offering a degree of resistance to shearing or overturning forces.
Temperatures ranging from 0°C to 50°C are routinely experienced in the area, which meant that using normal expansion and contraction joints to make the structure watertight would have presented some problems. To avoid the need for a complex analysis of the potential thermal effects on the water-stops within the overall construction, the design only has joints above the normal high water lake level.
Since coming into service, the station has pumped over 14 million m³/d of water out of Lake Nasser, enabling over 500,000 acres of land to be irrigated.
SHEIKH ZAYED CANAL
Forming the second key element of the project, the canal was named in recognition of the $100 million donation to the project, made through the Abu Dhabi development fund, by Sheikh Zayed Bin Sultan El Nahayan, president of the United Arab Emirates. The decision to use a canal rather than a pipeline appears to have been driven by the volume of water involved, though obviously this has ramifications regarding loss by evaporation, particularly in the region's hot summer. Seepage loss has been addressed by lining the canal with layers of cement and sand, concrete and polymer sheeting with a final coat of protective paint.
The scheme has been phased and most of the construction work has been completed with the remaining elements on target to be finished as scheduled. The final system comprises the main canal running 50km westward from the Mubarak Pumping Station, with four additional 22km side-branches reaching out in a north-south direction, to provide the four designated areas of cultivation with their irrigation supply.
KEY PLAYERS
The project sponsor is the Government of Egypt's Ministry of Water Resources and Irrigation. A joint venture between Hamza Associates and Lahmeyer produced the design of the Mubarak Pumping Station and the construction consortium partners were Arabian International, Skanska and Hitachi. The electrical engineering was done by ABB. Morris Material Handling provided cranes and Quantum Hydrometrie installed the ultrasonic discharge measurement systems. The project development and management team comprises a strategic partnership of KADCO and Sun World

Hydropolis


Hydropolis - the world’s first underwater hotel in Dubai - 27 acres and 220 luxury suites.
This Dubai mega-project is definitely extraordinary. The hotel is sitting on the Persian Gulf floor 66 feet below the surface. The hotel consists of three elements: the land station - shaped as a wave, the connecting tunnel - transparent and 1690 feet long and the underwater hotel in the shape of a jellyfish.
Guests enter Hydropolis from the beach. The land station isn’t only the entrance to the hotel, but offers also the hotel’s cinema, a cosmetic surgical clinic and a marine biological research institute. Then guests take the train through the transparent tunnel which connects the land with the underwater hotel.
Besides the hotel’s 220 luxury suites - some are bubble shaped with clear glass walls - Hydropolis has two translucent domes that break the water’s surface and have retractable roofs. Hydropolis has much to offer for its guests - it features a ballroom, a concert auditorium, a museum, a library, three restaurants, a shopping mall, a Roman-themed spa and a pool. It will even produce its own clouds to protect the guests from Dubai’s sun.
Construction technologies from submarines and oil platforms were used for the underwater construction of Hydropolis. Custom-built Plexiglas was produced for Hydropolis’ walls to withstand water pressure which is three times higher than pressure at the surface. Private investors took the sponsorship for the estimated costs of $550-million. Future guests will have to pay $6000 per night for this extravagant underwater experience. Hydropolis is scheduled to open at the end of 2007.
Hydropolis was designed by the German architect Joachim Hauser who was inspired by Jules Verne’s famous novel 20,000 Leagues under the sea. Hauser thinks that the future of city planning lies in the sea and that humans could actually live self-sufficiently underwater.

AP Poll: Taxpayers more frugal with refunds

WASHINGTON – Most people say they plan to use this year's tax refund to pay bills, deciding in this sour economy to be more frugal with their annual windfall.
Fifty-four percent of those receiving refunds said they intend to pay off credit card, utility, housing and other bills, according to an Associated Press-GfK poll released Monday. That compares with 35 percent who said the same thing a year ago.
Only 5 percent, about the same as a year ago, said they planned to go on a shopping spree.
The survey found that 38 percent of those receiving a refund said they plan to spend at least part of it. But the spending appears to be mostly on basic needs: 17 percent said they would use the money for everyday needs such as food and clothing. It was 7 percent a year ago.
Phillip Barks of Aberdeen, Md., said he and his wife, Kristy, have spent their $3,800 refund. Most went toward a credit card bill.
"We didn't pay that off, though," said Phillip Barks, 31, who serves in the Army. "We just put a big dent in it."
The Barks, who were not part of the poll, were interviewed on a downtown street in Washington.
A few blocks away, Shannon Wyss of Washington said she plans to save most her $1,066 refund. She will, however, treat herself a bit; she's already spent $99 on a device for her iPhone.
"I need a pair of shoes," said Wyss, 36, who works for the National AIDS Fund.
The deadline for individuals to file their 2008 tax returns is Wednesday. As of last week, the Internal Revenue Service had sent out about $200 billion in tax refunds. Commissioner Doug Shulman said the agency expects to send out about $330 billion by the end of tax season.
The AP-GfK poll found that 57 percent of adults said they expect to receive a tax refund. The average refund this year is about $2,700, compared with $2,500 last year, Shulman said.
For last-minute filers, Shulman said the quickest way to get a refund is to file electronically and have the refund deposited directly into a bank account. Those refunds take about 10 days to process, he said. Refund checks from paper returns take four to six weeks to process, he said.
The Obama administration is hoping this year's refunds will help boost an economy that has shed more than 5 million jobs since December 2007. Congress passed a $787 billion economic recovery bill in February. The package was a mixture of government spending and tax cuts designed to get people to spend at a time when most are cutting back, saving more. It makes sense to be frugal when the economy is in such bad shape, but it hurts the economy when everyone does it.
The poll found that 35 percent of those receiving refunds plan to save or invest at least part of the money, a slight increase from a year ago. About 37 percent said they planned to use their refunds to pay down debt, including credit cards, and student and personal loans. A year ago, 24 percent said they would use at least part of their refunds to pay down debt.
Only 3 percent of those receiving refunds said they planned to invest at least part of the money in real estate, which has been depressed in markets across the country.
Michael Perch, 48, of Alexandria, Va., said he plans to use part of his hefty refund to take advantage of real estate bargains in the Atlanta area. Perch, a government contractor for the Defense Department, expects to receive a $17,000 refund.
Perch, who was interviewed near the White House, said he plans to buy affordable homes and rent them to struggling families, then sell the homes after the market improves.
"It's tough out there right now," he said.
The poll found that those making less than $50,000 a year were much more likely to use their tax refunds to pay bills or buy everyday items than those making more. People making more than $100,000 a year were more likely to use their refunds to go on a vacation.
Among the poll's other findings:
• 31 percent of those receiving refunds said they will use at least part of the money to pay credit card bills, compared with 17 percent a year ago.
• 19 percent said they will use their refunds to pay utility bills, compared with 10 percent a year ago.
• 17 percent said they will use their refunds for rent or mortgage payments, compared with 7 percent a year ago.
• 11 percent of those receiving refunds said they would use them to go on vacation, a slight increase from a year ago.
• 5 percent said they planned to use their refund for a down payment on a car, also a slight increase.
• 4 percent said they would use their refunds to buy stocks or bonds, about the same as a year ago.
• 8 percent of those who owe taxes said they were very likely or somewhat likely to use a credit card to pay their tax bill.
The AP-GfK poll was conducted April 3-7 and involved landline and cell phone interviews with 1,002 randomly chosen adults. The margin of sampling error is plus or minus 3.1 percentage points for the entire sample. The margin of sampling error is plus or minus 4.3 percentage points for those who have already received or expect to receive a tax refund from their 2008 taxes.

تونسي يبتكر نظرية جديدة في الرياضيات


تونس – العرب أونلاين – وكالات: بعد مرور 122 عاماً على ظهور آخر فرضية تكتشف في الرياضيات، برز اسم الشاب التونسي كريم الغرياني، بنظريته الجديدة التي أطلق عليها اسم "الكريمية" أو Karimation، والتي عمت المواقع العلمية المتخصصة في مجال الرياضيات.يقول كريم الغرياني، البالغ من العمر 19 عاماً، في مقابلة نشرتها صحيفة الشروق التونسية، إنه لم يكن يتصور أن ما فعله في فرضه الجامعي المنزلي سيكون نظرية جديدة في عالم الرياضيات في العالم.ويوضح الرغياني كيفية وصوله إلى النظرية الجديدة بالقول إن أحد أساتذه كلف الطلبة بواجب منزلي في الرياضيات في ديسمبر/كانون الأول الماضي.ويتابع قائلاً:"لكني تأخرت في إنجازه وذهب في اعتقادي أن العملية التي سأقوم بها ستكون طويلة نسبياً وقضيت فيها نحو 3 أسابيع وأنا أخطّ أسطرها فقرّرت أن أختزلها.. أنجزت فرضي وسلمته لأستاذي الذي تشكّك في تلك الفرضية وقدمها لأساتذة آخرين في الرياضيات تونسيين وأجانب."ويضيف "لن أنسى ما فعله أستاذي لي.. إنه استثناء.. لقد ناداني وأعلمني بالقرار الذي توصل له وباقي الأساتذة، من كوني اكتشفت نظرية جديدة في عالم الرياضيات.. بعد مرور سنوات على اكتشاف النظريات السابقة التي نستعملها اليوم أي منذ سنة 1886، وأول ما فكّر فيه أستاذي هو أن يسجل هذه النظرية قبل أن يستحوذ عليها شخص ثان فأسميتها وأنا ألهو \'كريماتيك\' نسبة إلى اسمي كريم."وأشار كريم أن أساتذته حموا نظريته حتى تمّ تسجيلها مجاناً في منظمتين عالميتين الأولى هي منظمة ARXIV المختصة في تسجيل النظريات العلمية، واعتبر حالة خاصة لصغر سنّه.. والمنظمة الثانية هي منظمة WIKIVER SITY الحرّة والمختصة في المحافظة على العلوم."وألمح كريم إلى أنه كان يبحث فقط عن طريقة تسهّل عليه إنجاز واجبه المنزلي، مشيراً إلى أنه بعد تسجيل النظرية وملكيتها شرع الجميع في أنحاء العالم في استعمالها.

التوتر بين مصر وحزب الله يمتد إلى سيناء


العريش- العرب أونلاين- وكالات: قالت مصادر أمنية في مدينة العريش عاصمة محافظة شمال سيناء إن الشرطة تحاصر عشرة لبنانيين في منطقة نخل بوسط شبه الجزيرة المصرية في محاولة لإلقاء القبض عليهم ضمن ما يبدو أنها مجموعة تعمل في مصر لتهريب أسلحة إلى الفصائل الفلسطينية في قطاع غزة بأوامر من حزب الله اللبناني.وقالت مصر يوم الأربعاء إنها ألقت القبض على 49 رجلا يرتبطون بحزب الله واتهمتهم بالتخطيط لهجمات في مصر لكن مصدرا في النيابة العامة قال الأحد إن خمسة مصريين وفلسطينا من بين الرجال التسعة والأربعين اتهموا بالتخابر وحيازة أسلحة بدون ترخيص.وقالت المصادر الأمنية إن المرجح أن السلطات المصرية ألقت القبض على 25 عضوا فقط في المجموعة.وقال مصدر إن اللبنانيين العشرة فروا من منطقة الحدود مع قطاع غزة بمساعدة بدو فيما يبدو بعد إعلان مصر عن إلقاء القبض على قائد المجموعة وهو لبناني يدعى سامي شهاب وأعضاء فيها.وأضاف المصدر أن الشرطة استعانت ببدو أيضا لتعقب اللبنانيين العشرة في المنطقة الجبلية.وقال شاهد عيان إن أصوات أعيرة نارية سمعت في منطقة نخل لكن المصادر الأمنية لم تؤكد ما إذا كان إطلاق النار جاء ضمن ملاحقة اللبنانيين العشرة.ورد الأمين العام لحزب الله حسن نصر الله على إعلان مصر عن القبض على 49 بالقول إن أحد من ألقي القبض عليهم عضو في حزب الله وإن وما يصل إلى عشرة آخرين كانوا يحاولون إمداد قطاع غزة الذي تحكمه حركة المقاومة الإسلامية "حماس" بمعدات عسكرية.ونفى نصر الله ما قاله النائب العام المصري عن أن حزب الله خطط لهجمات في مصر الحليفة للولايات المتحدة والتي أبرمت معاهدة سلام مع أسرائيل عام 1979.وتصاعد التوتر بين مصر التي تسكنها أغلبية سنية وحزب الله وهو جماعة شيعية تدعمها إيران حين اتهم نصر الله القاهرة خلال الهجوم الإسرائيلي على قطاع غزة الذي استمر 22 يوما في ديسمبر كانون الأول ويناير كانون الثاني بالتواطؤ مع إسرائيل في حصارها للقطاع.وقالت مصادر النيابة العامة إن الرجال الستة الذين وجهت إليهم تهمة التخابر اعترفوا بأن لهم اتصالات بحزب الله لكنهم أنكروا التهم الأخرى.وقال مصدر آخر في النيابة العامة إن من بين الرجال التسعة والأربعين سودانيا وإن الشرطة ضبطت بحوزتهم متفجرات ومواد لصنع القنابل.

أُمَّة عاطلة عن العمل!

جواد البشيتي: 17 مليون عربي عاطل عن العمل "14 في المئة من حجم القوى العاملة العربية". وهذا "الرقم الرسمي"، والذي فيه يكمن "خلل معياري"، إنَّما يعني أنَّ البطالة العربية توشك أن تتخطى خطها الأحمر، الذي يُنْظَر إلى تخطيه على أنَّه قَفْزٌ بالسلم الأهلي، أو المجتمعي، وبالأمن والاستقرار الداخليين، إلى المجهول، أي إلى مخاطر يشق على المعنيين بدرئها توقُّعها الآن.واستفحال البطالة عربياً إنَّما يتحدَّى الحكومات العربية، وسائر المعنيين بمكافحتها، ودرء شرورها، أن يخلقوا، كل سنة، 5.5 مليون فرصة عمل، فإنْ هُمْ فشلوا "وهذا هو الاحتمال الواقعي" فإنَّ هذا الشرِّ الاجتماعي سينمو، أرقاماً ونِسَبَاً.. وعواقب.ولمكافحة هذا الشرِّ، وللوقاية من استفحاله وتفاقمه، عُقِدَت في عمَّان الدورة 36 لمؤتمر العمل العربي؛ وهو أوَّل تجمُّع عربي رسمي يُعْقَد للمساهمة في تنفيذ قرارات قمة الكويت الاقتصادية، وفي مقدَّمها قرار أن تكون السنة 2020 موعداً لقيام "السوق العربية المشترَكة"، التي في قيامها يكمن الحل، أو جُلُّ الحل، لمشكلة البطالة العربية، فـ"العمل العربي المشترَك" بعد تلك القمة يجب، بحسب المتفائلين من المجتمعين، أي معظمهم إنْ لم يكن كلهم، أن يختلف عمَّا كان عليه قبلها.والمجتمعون تحلُّوا بكثيرٍ من الروح الأُسَرِيَّة إذ تحدَّثوا عن "الحل" عبر تعاون وتضافر جهود أضلاع مثلَّثه الثلاثة وهم: الحكومات، وأرباب العمل، والعمال.مَنْ يسمع ذوي "الأرقام الرسمية" يتحدَّثون عن البطالة العربية يظن "أي يتوهم" أنَّ البطالة العربية لا تختلف نوعياً عن البطالة في دول الغرب، أو دول الشمال، فالعاطل عن العمل في هذا البلد العربي أو ذاك لا يختلف كثيراً، أو نوعياً، عن شقيقه في السويد مثلاً، ففي الظلام لا يمكن تمييز لون من لون!العاطل عن العمل عندنا إنَّما هو أيضاً ضحيةً من ضحايا دولته، التي تُظْهِر وتؤكِّد استشراء الفساد الاقتصادي والاجتماعي فيها، وعجزها الخَلْقي والوراثي والجيني عن أنْ تُخْرِج من أحشائها ما يسمَّى "نظام الحكم الرشيد"، من خلال موقفها من العاطلين عن العمل من مواطنيها، فنظام السوق الحرَّة ما أن يُقْنِع رب العمل هذا أو ذاك بضرورة أن يلقي ببعضٍ من عمَّاله في خارج "إقطاعيته" حتى تتكفَّل الدولة، التي كلَّما التهمت من لقمة عيش مواطنيها الفقراء مزيداً من الضرائب زادت جوعاً، بتوسيع وتعميق مأساتهم، فهي، وعلى كثرة مزاعمها وادِّعاءاتها المضادة، لا تُقدِّم لهم شيئاً يُذْكَر، أو يُعتدُّ به، من المساعدة المالية "رواتب مؤقَّتة للعاطلين مؤقَّتاً عن العمل" أو من المساعدة لهم في العثور على فرصة عمل جديدة مناسبة.إنَّها، أي الدولة، والحقُّ يُقال تُظْهِر في موقفها العملي من العاطلين عن العمل من مواطنيها انحيازاً طبقياً صريحاً ضدهم، وكأنَّها دولة لأرباب العمل فحسب.ونحن يجب ألاَّ نضرب صفحاً عن حقيقة أنَّ أرباب العمل الاقتصادي وأرباب العمل السياسي قد تداخلوا وامتزجوا تداخلاً وامتزاجاً لم نرَ لهما مثيلاً من قبل، فَمِنَ القطاع الخاص يأتون إلى الوزارة أو النيابة، ومن هذه أو تلك يعودون، أو يذهبون، إلى القطاع الخاص، مستثمرين مناصبهم العامة على خير وجه في إنشاء وتطوير شراكة مع القطاع الخاص "وبعضه أجنبي" تعود عليهم بالنفع والفائدة، حاضراً، ثمَّ مستقبلاً.إنَّ العاطل عن العمل هناك، أو في السويد مثلاً، يعيش اقتصادياً أفضل بكثير من "العامل النظامي" عندنا، ويلبِّي حاجاته المعيشية والاقتصادية الأساسية بما يُظْهِر "العامل النظامي" عندنا على أنَّه في وضع العاطل عن العمل "من الوجهة الواقعية، وبحسب هذا المقياس الاقتصادي والاجتماعي.. والإنساني الجيِّد".العاطل عن العمل هناك، ومهما ساء عيشه بحسب مقياسه هو، يظل محتفظاً بكثير من قوام وجوده الإنساني والحضاري؛ أمَّا عندنا فإنَّ آدميته تشرع تضمحل وتتلاشى، وتُحْدِق بها المخاطر من كل حدب وصوب، فشتَّان ما بين عاطل عن العمل يظل محتفظاً بآدميته، محافظاً عليها، وعاطل عن العمل يعاين، ويعاني، على مدار الساعة، اضمحلالها وتلاشيها.ونقول، أيضاً، ولو كره الطوباويون الأخلاقيون، وممتهنو الوعظ الأخلاقي، إنَّ العاطل عن العمل في مجتمعنا "الوحشي القلب، الإنساني القالب" هو الانهيار المتسارِع في "الجدار الأمني" للقيم الأخلاقية، فالعمل مع رفع مستوى عيش الإنسان هو الدرع الحامية لزهوره الأخلاقية؛ وكيف له أن يكون غير ذلك إذا ما كان الجوع طعاماً للكفر؟!وحتى لا نُتَّهم بـ"الذاتية" في خصومتنا لمرتكبي شر البطالة من أرباب العمل نقول إنَّ القوانين الموضوعية لنظام السوق الحرة في عالمنا العربي غير الحر تُرْغِم حتى الملائكة منهم على أن يصبحوا شياطين، فالبضاعة التي ينتِجون، ويسعون في تسويقها في الخارج، لا يمكنها أن تنمِّي وتزيد قدرتها التنافسية إلاَّ من خلال خفض، والإمعان في خفض، "القيمة الدولارية" للأجور، فهذا الخفض هو الدجاجة التي تبيض لأرباب العمل ذهباً.وخير وسيلة لخفض "القيمة الدولارية" لأجر العامل هي زيادة عدد المنتسبين إلى "جيش العاطلين عن العمل"، فكلَّما كثر عديد هذا الجيش تعرَّض أجر العامل النظامي لمزيدٍ من ضغوط المنافسة "بين هذا العامل وبين شقيقه العاطل عن العمل" فازداد استخذاءً، بالتالي، لتلك الضرورة الاقتصادية، أي لمصلحة رب العمل في خفض "الكلفة البشرية" لبضاعته.أنْ يُلْقى بالعامل في الشارع، ويُمْنَع عنه من وسائل تلبية حاجاته الأولية والأساسية كل ما هو دون الهواء، فهذا هو ما يُنْتِج مزيداً من "البطالة الصريحة الشفَّافة الكريستالية"؛ أمَّا أن تتوفَّر الدولة على التوظيف والتشغيل في أجهزتها ومؤسساتها، بما يخدم مصالح فئوية ضيقة، فهذا هو ما يُنْتِج مزيداً من "البطالة المُقَنَّعة"، فالدولة عندنا أصبحت شركة، أو مؤسَّسة، لـ"وظائف بلا أعمال".إنَّها، أي الدولة، ولأسباب ليس من أهمها المساهمة في تقليل حدة مشكلة البطالة، تمتصُّ، في أجهزتها ومؤسَّساتها، جزءاً من البطالة بهذه القطعة من الإسفنج، أي عَبْر تنمية "البطالة المُقَنَّعة".وإذا كان للدولة عندنا، أي في عالمنا العربي، من وظيفة اقتصادية فإنَّ هذه الوظيفة هي زيادة حجم الأيدي العاطلة عن العمل، وتنمية "البطالة المُقَنَّعة" بما يخدم المصالح البيروقراطية لأجهزتها ومؤسَّساتها، و"تطوير" البنية التحتية للاقتصاد، والبنية القانونية للاستثمار، بما يؤدِّي إلى هروب وهجرة مزيد من رؤوس الأموال، والأدمغة، والأيدي العاملة الماهرة، إلى الخارج، وإلى استقدام مزيدٍ من "الرقيق الأجنبي الأبيض" إلى منازلنا ومزارعنا ومؤسَّساتنا..وفي اقتصاد عربي يشذُّ عن ناموس الجاذبية الكونية لا عجب إنْ رأينا فيه "القوة الطاردة المركزية" تفوق أضعافاً مضاعفةً "القوة الجاذبة نحو المركز"، فالاقتصاد والتعليم عندنا يتضافران على طرد مزيدٍ من رؤوس أموالنا، وأدمغتنا، وأيدينا العاملة الماهرة إلى الخارج، فها نحن، وبعد زمن طويل قضيناه في "تصدير" المواد الأولية إلى الرأسمالية الصناعية الغربية، نتوسَّع في "التصدير"، فـ"نُصدِّر" إليها رؤوس الأموال، والأدمغة، والأيدي العاملة الماهرة، ولا نستورد منها إلاَّ بما يؤدِّي إلى مزيدٍ من هذا المسخ لحياتنا الاقتصادية.ذوو الخبرة والكفاءة والاختصاص من أبنائنا الذين أنفقوا كثيراً من المال والجهد والوقت في سبيل أن يصعدوا سُلَّم التعليم الجامعي حتى درجته العليا، وأن يجدوا، بالتالي، أمكنة لهم في سوق العمل، هم الآن، وبفضل خطط التنمية التي تتوفَّر دولهم على إعدادها وتنفيذها، في عداد الجيش الجرَّار للعاطلين عن العمل، فإمَّا أن يهجروا الوطن إلى "الوطن الثاني"، إذا ما استطاعوا إلى ذلك سبيلا، وإمَّا أنْ يذهبوا إلى "مؤسَّسة الوظائف بلا أعمال"، أي إلى الدولة بأجهزتها ومؤسساتها المختلفة، لينعموا براتب متأتٍ من "عمل" لا يمتُّ بصلة إلى اختصاصهم اللعين.لقد ثَبُت لهم وتأكَّد أن لا خلاص للأمة بأسرها إلاَّ بالتأسيس لسوق عربية قومية مشترَكة، تؤسِّس للبنية الاقتصادية التحتية لـ"الاتحاد العربي"، إذا ما تواضعنا على اتِّخاذ "الاتحاد الأوربي" مثلاً أعلى لنا؛ ولكن كيف لهم أن يَخْرجوا من جلودهم، فهم نتاج مصالح لا تُنْتِج فيهم إلاَّ مزيداً من الميل إلى إنتاج، وإعادة إنتاج، كل ما هو مضاد لتلك "السوق"، ولهذا "الاتحاد"، وكأنَّ "الشعار" الذي يفتقر إلى قوى تصارع من أجله يمكن أن يصبح حقيقة واقعة، فـ"البطالة" عندنا إنَّما هي جزء من بطالة أوسع، فلدينا أيضاً عاطلون عن التفكير، وعن العمل السياسي والحزبي، وعن المعارضة، وعن الإصلاح إذا ما كان ممكناً، وعن الرغبة في صعود الجبال، يَنْظرون إلى أحوالهم فـ"يُعْجَبون"، فيَنْظُر غيرنا إلى ما يثير إعجابنا فيستعجبون!.

الرجال ينامون أقل من النساء

واشنطن - العرب أونلاين - وكالات: كشفت دراسة أمريكية حديثة أن الرجال ينامون أقل من النساء‏، والأثرياء ينامون عدد ساعات أطول من الفقراء‏،‏ والسود ينامون أقل من البيض‏.وأشارت الدراسة التي أجريت بجامعة شيكاجو، إلى أنها ركزت علي الصفات المميزة للنوم عند عدد من البالغين من حيث الجنس والعرق.وأكدت الباحثة ديان لودرديل من جامعة شيكاجو، أن الذين يشغلون وظائف رفيعة المستوي ولهم دخول عالية ينامون أقل،‏ وهذا ليس حقيقياً فهم ينامون أكثر من الذين يعملون أقل ويكسبون أقل، مؤكدين أن دراسة الفروق في ساعات أساليب النوم قد يكون مدخلاً لفهم طبيعة الأمراض التي يصاب بها البشر‏

الـ«فيسبوك» يؤثر على التحصيل العلمي


لندن ـ العرب أونلاين ـ وكالات: ذكرت دراسة حديثة أن العلامات التي يحصل عليها طلاب الجامعات المدمنين على تصفح موقع الـ "فيسبوك" أدنى بكثير من تلك التي يحصل عليها نظراؤهم الذين لا يستخدمون هذا الموقع.وقال الباحث أرين كاربنسكي من القسم الثقافي في جامعة أوهايو لصحيفة "تايمز أوف لندن" إن الدراسة التي أجرتها الجامعة أخيراً وشملت 219 طالباً جامعياً أظهرت أنه كلما تصفح الطالب الجامعي هذا الموقع كلما تدنت علاماته في الامتحانات.وأضاف " أظهرت دراستنا أن الاشخاص الذين يقضون وقتاً أطول على الانترنت يخصصون وقتاً أقصر للدراسة"، لافتاً إلى "أن لكل جيل أشياء تجذبه"، ومشيراً إلى أن هذا الموقع يتيح للمستخدم "الدردشة" وحل الفوازير وإبداء رأيه في الكثير من الامور والبحث عن أصدقاء جدد أو قدامى.وقال كاربنسكي إن 79% من الطلاب الجامعيين الذين شملتهم الدراسة اعترفوا بأن إدمانهم على موقع الفيسبوك أثرّ سلبياً على تحصيلهم الدراسي.
